Meta and Microsoft Restrict Internal Claude Usage in Favor of Proprietary AI Tools

Microsoft’s reported pullback encompasses more than Claude Code: the Anthropic technology it had used internally also included Claude models in Microsoft Copilot and Claude Mythos.
Meta had been on track to spend billions of dollars this year on internal AI-tool use, and Claude Code was reportedly its most popular tool before the reductions.
A separate report described a steep cut to Microsoft’s monthly per-employee Claude budget in its cloud division, from $100,000 to $10,000—more specific than the reported reduction in overall projected internal spending.
The pullback could pose a strategic risk for Anthropic because, according to the report, the company relies on a small number of major enterprise customers.
Microsoft and Meta are cutting back on their internal use of Anthropic's Claude AI tool, The Information reported. Microsoft reduced its projected spending on Claude by roughly one-third and is pushing employees toward GitHub Copilot instead. Meta slashed Claude Code users from about 60,000 to 30,000, promoting its own tools: Muse Code and MetaCode.
The pullback signals both tech giants want to rely more on their own AI products rather than outside providers. For Anthropic, this poses a strategic risk — the company depends on a small number of major enterprise customers for revenue.
The Information detailed Microsoft's internal retreat from Anthropic's technology. The company reduced its projected internal spending on Claude by about one-third. This covers more than just Claude Code — it also includes Claude models in Microsoft Copilot and Claude Mythos. Developers can still choose other models, but the company is steering them toward GitHub Copilot.
One division saw steeper cuts. Microsoft's cloud unit cut its monthly per-employee Claude budget from $100,000 to $10,000 — a 90% reduction. This specific metric shows how aggressively the company is shifting away from Anthropic's products.
Meta had been on track to spend billions on internal AI tools this year, with Claude Code as its most popular tool before the cuts began. The Information reported the company reduced Claude Code users from roughly 60,000 to 30,000 — a 50% drop. Meta is now promoting its in-house alternatives: Muse Code and MetaCode.
The shift reflects Meta's broader strategy to build and use its own AI capabilities rather than rely on external vendors. By reducing Claude Code usage, Meta signals confidence in its own products while cutting ties to Anthropic.
The two companies' pullbacks expose a key vulnerability in Anthropic's business model. The Information noted that Anthropic relies on a small number of major enterprise customers for most of its revenue. Losing significant spending from Microsoft and Meta creates real financial pressure on the AI startup.
This concentration risk is common among AI vendors competing against tech giants with deep resources and existing customer bases. Microsoft and Meta have every incentive to use their own tools. Anthropic must find other large customers to offset these losses.
