Authorities Arrest and Prosecute Multiple Men in Multi-State CSAM Cases

Mark Hill, 55, was charged federally after investigators searched his home in Jefferson County. Finger Lakes reported that authorities allegedly found thousands of child sexual abuse material files during the search. Hill is required to register as a sex offender due to a 2013 New York conviction for third-degree rape. He remains detained pending trial, and no trial date has been set.
Gerard R. Proulx Jr., 60, of Attleboro pleaded guilty to possession of child sexual abuse material after a forensic examination of his computer found more than 1,500 files consistent with abuse material, TurnTo10 reported. Proulx previously served prison time for a similar offense. His sentencing is scheduled for January 7, 2027.
Sean Pettigrew, 50, of Worcester County pleaded guilty to two counts of distribution and one count of possession after investigators identified him as a member of a Kik Messenger group focused on child sexual abuse, according to Patch. Prosecutors said Pettigrew sent images in private messages to an undercover agent who was posing as a group member.
Joao Carlos Tavares Da Silva, a Brazilian citizen living in Milford, Massachusetts, pleaded guilty to transportation and possession of child sexual abuse material, Patch reported. Prosecutors alleged that Da Silva produced images depicting an identified minor in Brazil before moving to the United States in May 2025. He transported the images on a mobile phone when he relocated.
Yao Wang was charged with disseminating and possessing child sexual abuse material as well as unlawful use of a communications facility, PennWatch reported. Investigators found at least 20 files of abuse material on his computer during a proactive investigation by Pennsylvania's Office of Attorney General. Wang was released on unsecured bail but must surrender his passport and avoid contact with minors.
