California Governor Gavin Newsom Signs Landmark Legislation Limiting Federal Immigration Enforcement and Imposing Detention Taxes

California Gov. Gavin Newsom signed a package of bills imposing new limits on federal immigration enforcement, including restrictions on shock gloves and flash-bang grenades, a 25% tax on private detention centers, and tighter oversight of detention facilities. The measures also bar ICE agents found to have committed serious misconduct from later working as California peace officers or state employees; a broader proposal covering all immigration agents remains unsigned. Newsom described the package as a way to strengthen transparency, accountability and civil rights, while critics including First Assistant U.S. Attorney Bill Essayli argued California lacks authority to regulate federal agents and urged federal officials to disregard the restrictions. Republican lawmakers also criticized the measures as politically motivated and unfair to ICE employees.
Newsom’s press office said he signed 21 bills addressing immigration enforcement, describing them as protections against what it called “Trump’s Orwellian immigration tactics.”
The package also expands public access to detention centers and strengthens health, safety and oversight requirements for civil detention facilities.
Newsom’s office said the package builds on California’s broader efforts to support immigrant contributions to the state economy, including 2021 legislation that expanded health care access to undocumented immigrants.
State Sen. Tony Strickland characterized one of the measures as “a little bit more about politics and a little less about policy.”
