UK Pension Rules Face Uncertainty Amid Record Withdrawals And Social Care Plans

UK pension withdrawals reached £91.2 billion in 2025–26, 70% higher than two years earlier, amid tax-policy uncertainty, including plans to apply inheritance tax to unused pension funds; regulators warned that many people are drawing down savings at high rates, risking their long-term retirement income. The UK state pension triple lock is expected to remain until at least the next general election, but its future is uncertain as Prime Minister Andy Burnham considers how to fund a proposed national social care service estimated to cost £18 billion a year; replacing it with an inflation-based double lock or scrapping it have been suggested. Wage growth is forecast to raise the full new state pension by 3.9% in April 2027 to about £250.70 a week, while some pensioners with additional income could face higher tax; a government pledge protects people relying solely on the state pension from small tax bills. Separately, Ireland’s Government is considering a €7.50 weekly State Pension increase in Budget 2027, but has made no final decision.
Former chief secretary Darren Jones called reforming the triple lock an “interesting” way to redirect support to older people, while former work and pensions secretary Lord Blunkett argued for scrapping it sooner and said this could raise up to £22 billion by 2030. The state pension’s own annual cost is forecast to exceed £15 billion by 2030.
Burnham has reportedly said a funding mechanism for the proposed social care service would not use general taxation, and that any change to the triple lock would be set out in the next election manifesto rather than introduced during the current term.
The proposed €7.50 Irish increase would take the non-contributory pension to €295.50 a week for people aged 66–79 and €305.50 for those aged 80 and over. Officials said the amount must be weighed against competing demands, including a possible extra fuel-allowance week amid the energy crisis.
