NSF Reverses Dismantling of $368M Ocean Observatories Network, Preserving Vital Climate Research

NSF officials said the initial Trump-era plan included removing instruments off multiple regions—Oregon, Washington, Alaska, North Carolina and Greenland—with the pull expected to run through 2027, while the sensors were generally designed for a 15–20 year lifespan.

Lisa Murkowski, Merkley said the reversal was a “massive win,” crediting “Congress advocating and the executive branch taking decisive action,” while Murkowski called the decision “a game changer” and said she was “immensely grateful that NSF listened.”
NSF said its follow-on process will include issuing a “Dear Colleague Letter” to gather stakeholder input and that the expert panel would “assess observational needs,” “evaluate available data sources,” and “help the agency identify a sustainable path” for NSF’s ocean observing systems.
Beyond redeploying equipment already removed off the Pacific Northwest, NSF said it also plans for the Endurance Array—long-term moorings in the Pacific Northwest—to be “redeploy[ed]” after equipment servicing.
Scientists told media that cutting the OOI could undermine specific research outputs beyond general forecasting—Reuters-era reporting cited by The Guardian noted the system is used for “estimates of ocean heating rates,” which are critical for understanding the pace of climate change.
The National Science Foundation reversed its plan to dismantle a $368 million deep-sea monitoring network on June 18, 2026, after the U.S. Senate unanimously passed a bill to stop it. NSF said it will halt all further removal of equipment from the Ocean Observatories Initiative — a system of more than 900 instruments tracking ocean heat, storms, and marine life — and will redeploy sensors already pulled from the Pacific Northwest coast.

NSF began pulling equipment in May 2026, framing the move as "descoping" — a strategic realignment toward cheaper, newer technology. The plan called for removing sensors from five major arrays off Oregon, Washington, Alaska, North Carolina, and Greenland, with the full pull running through 2027. The instruments were designed to last 15 to 20 more years, according to ECO Magazine.
Critics said the math made no sense. Removing equipment that taxpayers already paid for — then potentially redeploying it later — costs more in ship time and labor than simply keeping it running, according to Eos.org. The OOI has supported more than 500 scientific publications since its launch in 2016.
On June 15, a bipartisan group of 10 senators sent a formal demand to NSF Acting Director Brian Stone to stop the dismantling, POLITICO reported. Two days later, the Senate passed the "Saving the OOI Act" 100-0. The next afternoon, NSF released a statement: "Effective immediately, NSF will not proceed with further removal or descoping of equipment."
Merkley credited "Congress advocating and the executive branch taking decisive action." Murkowski said she was "immensely grateful that NSF listened." Sen. Patty Murray had called the original plan "inane" and "a huge waste of taxpayer dollars," vowing to make sure the plan was "dead for good," according to KREM.
The OOI does not just track abstract ocean conditions. Its data feeds directly into weather forecasts, hurricane path models, and fisheries management. Pacific Northwest and Alaska fishing industries rely on the network to track marine heatwaves — like "The Blob" — and low-oxygen zones that can devastate crab and salmon populations. Rep. Rick Larsen called the system essential for the "maritime economy," according to Oregon Capital Chronicle.
Scientists also warned of a deeper problem: broken data records. The OOI has tracked ocean acidification and heating rates continuously for a decade. Sabrina Speich, chair of the Global Climate Observing System panel, warned that losing the network would leave the world "flying blind" on ocean heating rates, The Guardian reported. Even a short gap in the data can make 10 years of measurements far less useful.
NSF committed to redeploying the Endurance Array — its set of long-term moorings off Oregon and Washington — after equipment servicing.
