PUC Warns Data Centers Threaten PJM Reliability

More than 100 data-center projects are reportedly being discussed or planned in Pennsylvania, underscoring the scale of the proposed buildout behind the demand projections.

More than 100 data-center projects are planned or under discussion in Pennsylvania. At the same time, aging power plants are retiring faster than new generation is being built. PUC Chairman Steve DeFrank said: "Data center development brings significant opportunities, but that growth cannot come at the expense of the families and businesses that already depend on reliable and affordable electric service."
The PUC-commissioned analysis paints a stark picture. In its baseline scenario, the grid falls short of PJM's reliability standard from 2027 through 2030. By 2030, reliability risk jumps to nearly six times the acceptable level. A more severe scenario projects over 13 potential loss-of-load events annually starting in 2030—compared with PJM's benchmark of roughly one event every 10 years.
PJM Interconnection manages electricity transmission across Pennsylvania, 12 other states, and Washington, D.C. PJM's July 2026 capacity auction revealed a system-wide shortfall of 6,831 megawatts for 2028–2029. These projections illustrate mounting risk rather than forecast exact outage numbers, but the trend is unmistakable.
Pennsylvania is attracting massive investment in artificial intelligence infrastructure. Data center electricity demand in 2029–2030 across PJM is projected to exceed the total annual electricity consumption of the entire state of Pennsylvania today. Nationally, data centers are forecast to consume between 6.7% and 12% of all U.S. electricity generation by 2028.

The commission also announced a Fall 2026 technical conference focused on cost allocation for data center grid upgrades.
Clean energy advocates argue the PUC is moving too slowly on interconnection reforms. Vote Solar contends the commission is nearly six months behind on updating rules to bring online lower-cost solar and battery storage projects. Speed matters: every month without new generation increases the grid's vulnerability.
