Ukrainian President Volodymyr Zelenskyy says Russia has begun expanding military recruitment, including efforts to enlist foreign nationals, according to Ukrainian intelligence. He reported that more than 8,000 North Korean troops are in Russia and another 10,000 are being prepared for training and deployment. Zelenskyy said Russia is providing North Korea with technology in exchange for its support, and that Russian technical assistance has enabled production of Shahed-type attack drones there.
