Short interest across a broad range of U.S. exchange-traded funds shifted sharply in July, with some ETFs seeing bets against them nearly double while others watched bearish positions collapse by more than 40%. The moves reflect a split market — bulls buying into bonds and small-cap value, while bears pile into international equities and emerging market hedges.
Five ETFs tell the clearest story. The Davis Select Worldwide ETF led all gainers in short interest, surging 88.6% to 38,238 shares shorted. Meanwhile, the Invesco BulletShares 2031 Corporate Bond ETF saw the steepest drop, falling 41.7% to 284,489 shares, as bond bears retreated.
Short sellers targeted international equity funds hard in July. The Thornburg International Equity ETF saw short interest jump 74.7% to 48,359 shares. The days-to-cover ratio — how long it would take shorts to exit — stood at 1.7 days. About 0.3% of its shares are now sold short. The Davis Select Worldwide ETF climbed even higher, with short interest rising 88.6% to 38,238 shares and a 1.3-day cover ratio.
Emerging market bearishness was even more extreme. The Direxion Daily MSCI Emerging Markets Bear 3X Shares ETF — a fund designed to profit when emerging markets fall — saw its own short interest rise 69.4% to 147,349 shares. About 14.3% of its float is now shorted, the highest of any fund in this group. Market makers led the charge: Flow Traders U.S. LLC raised its position by 69.4% to 81,192 shares, while Group One Trading LLC expanded by 507.5% to 1,051 shares. Both Virtu Financial LLC and Jane Street Group LLC opened brand-new positions.
Not every ETF saw bears gain ground. The Invesco BulletShares 2031 Corporate Bond ETF saw short interest drop 41.7% to 284,489 shares. Its days-to-cover ratio is just 0.7 days, and only 0.26% of shares remain shorted. Institutional buyers moved in simultaneously. Sax Wealth Advisors LLC raised its stake by 32.9% to 37,325 shares. Oliver Luxxe Assets LLC added 53.1% to reach 92,889 shares. Butensky & Cohen Financial Security Inc. grew its position 5.4% to 98,384 shares.
The iShares S&P Small-Cap 600 Value ETF told a similar story. Short interest fell 41.3% to 159,504 shares, with a razor-thin 0.5-day cover ratio. Buyers stepped in here too. Tactive Advisors LLC boosted its stake by 54.5% to 5,342 shares. Sax Wealth Advisors LLC added 6.9% to reach 65,132 shares. Sunesis Advisors LLC started a brand-new position.
Even as short sellers targeted international ETFs, some of the biggest names on Wall Street went the other way. Bank of America Corp increased its stake in the Davis Select Worldwide ETF by 300.6%, reaching 430,193 shares. Morgan Stanley grew its position 7.1% to 1,680,607 shares. LPL Financial LLC added 64.0% to hold 388,586 shares. Cetera Investment Advisers raised its stake 7.1% to 780,871 shares. Royal Bank of Canada also increased its exposure by 21.0%.

The data points in two directions at once. Bears betting against international and emerging market ETFs are hedging against a world of higher rates and slower global growth. When central banks tighten policy, non-U.S. markets tend to suffer most. The 14.3% short float on the Direxion Emerging Markets Bear 3X fund shows just how seriously some traders are taking that risk.
Bulls in corporate bonds and small-cap value see a different picture. Short-covering — when traders close bearish bets — often signals a turning point. The 41%-plus drop in shorts for both BSCV and IJS suggests bears think the worst is priced in. The flood of institutional buying backing both funds adds weight to that view. The two camps are watching the same data and reaching opposite conclusions about where markets head next.
