TRAI Chairman Warns That Autonomous Telecom AI Requires Strict Human Accountability

CO.AI 2026 was jointly organised by the Cellular Operators Association of India and the UK government, placing Lahoti’s remarks in an international industry-and-policy setting.
The discussion comes as companies adopt agentic AI, which can autonomously execute tasks on behalf of humans. The technology has raised concerns about rogue AI models and chatbots, as well as privacy, security and insufficient guardrails.
Lahoti said TRAI is committed to enabling responsible AI deployment and fostering a resilient telecom ecosystem that supports digital inclusion and sustainable growth.
Lahoti framed India’s next digital transformation as a question not only of connectivity scale but of how intelligently, securely, inclusively and responsibly people are connected: “India's next digital transformation will not be defined merely by how many people we connect, but by how intelligently, securely, inclusively and responsibly we connect.”
India's telecom regulator warned that artificial intelligence must expand network power without erasing human accountability. TRAI Chairman Anil Kumar Lahoti told industry leaders at CO.AI 2026 in New Delhi that AI can drive autonomous networks and smarter data use — but only with guardrails. He urged telecom operators to maintain human oversight, conduct risk checks, and log all high-impact decisions.
The warning comes as companies adopt agentic AI systems that execute tasks on their own. The British High Commission and India's telecom operators signed a joint agreement to build shared AI governance frameworks, recognizing that autonomous networks and cross-border fraud threats demand coordinated safeguards across nations.
AI can transform India's telecom sector by predicting network failures, optimizing traffic flow, and detecting fraud patterns in real time. Lahoti emphasized that India's 1 billion connected users and sprawling telecom market create a massive opportunity to pair digital scale with intelligence. The challenge: these autonomous systems make decisions humans never see, raising fears of cascading outages, privacy breaches, or rogue behavior that goes undetected.
Telecom operators support rapid AI deployment to handle dense 5G networks more efficiently. But regulators argue that speed cannot override accountability. As Lahoti put it, 'Automation should improve outcomes but not obscure accountability.' The stakes are high: a single misconfigured AI system could disrupt service for millions.
TRAI is mandating that telecom companies adopt five specific safeguards: risk assessments before deployment, immutable decision logs for every high-impact choice, exhaustive pre-launch testing, human-override mechanisms during failures, and cross-operator transparency on AI performance. These rules acknowledge that AI is fundamentally different from older automation — it can learn, adapt, and make decisions no engineer anticipated.
The Cellular Operators Association of India and the UK government signed a bilateral memorandum to share fraud intelligence and align AI standards across borders. Ben Mellor, the Acting British High Commissioner, stressed that 'technological advancement must not compromise resilience.' Transnational scams increasingly use generative AI to impersonate customers and bypass security filters — making cross-border cooperation essential.
Lahoti framed India's digital future as a choice between two paths. The first: connect as many people as fast as possible. The second: connect people intelligently, securely, inclusively, and responsibly. He said the nation's AI governance principles — set by the Prime Minister at AI Summit 2026 — require that technology augment human potential, protect human dignity, and strengthen accountability rather than erode it.
CO.AI 2026 identified three operational pillars for responsible AI: intelligent autonomous networks, security and digital resilience, and AI for citizens and public services. Lahoti confirmed that TRAI is committed to enabling responsible AI deployment while fostering a telecom ecosystem that supports digital inclusion and sustainable growth — making India a model for balancing innovation with safeguards.
