Penn State Committee Advances Sales of Two Closing Campuses for Redevelopment

Penn State’s proposed transactions are the first sales of closing Commonwealth Campus properties to reach the Board of Trustees since the university announced the seven-campus closure plan in May 2025.
The sale of Wilkes-Barre was enabled by legislation adopted by Pennsylvania lawmakers that waived restrictions requiring the property to be used exclusively for educational purposes. The measure passed the state House narrowly, 105-97, after receiving broad Senate support despite bipartisan House opposition.
Penn State’s senior vice president for finance and business, Sara Thorndike, said the $1 million offer for Shenango is below the property’s appraised value but still recommended accepting it based on the university’s anticipated assessment of the proposal.
Renata Engel, Penn State’s vice president for Commonwealth Campuses and executive chancellor, said the university sought to balance responsible stewardship of its resources with its obligations to campus communities, describing both redevelopment plans as preserving the properties’ community-facing qualities.
