ExxonMobil and ANPG Confirm Twentieth Oil Discovery in Angola Offshore Block Fifteen

The Vicango Este-01 well was drilled by the Valaris DS-9 drillship, adding a specific operational detail not included in the summary.
ExxonMobil Angola President and General Manager Brian Unietis described Block 15 as “one of Angola’s most significant deepwater developments” and said the discovery reflected the company’s “ongoing commitment to exploration and development in the country.”
ANPG Chairman Paulino Jerónimo specifically cited Decree 8/24 on incremental production and Decree 5/18, which permits exploration within or near existing development areas, alongside the extension of Block 15’s licence to 2032.
Angola’s state oil company Sonangol was reported to have borrowed $2.65 billion from a bank syndicate in June, in addition to a $1.75 billion Afreximbank facility and a $750 million bond, while seeking a further $4.8 billion for the Lobito refinery.
Angola’s crude output has stabilized at about 1.1 million barrels per day, well below its 2008 peak of more than 2 million barrels per day; the discovery therefore comes amid broader efforts to revive production through new fiscal terms and exploration incentives.
ExxonMobil and Angola's National Oil, Gas and Biofuels Agency confirmed a major discovery at the Vicango Este-01 well in offshore Block 15, marking the block's 20th find since production began. The well, drilled in 940 metres of water about 370 kilometres northwest of Luanda, encountered roughly 25 metres of hydrocarbon-bearing sandstone with 22% porosity Africa Business Insider. This is the third discovery in Block 15 in just four years, as the mature offshore block continues to yield new reserves despite having already produced more than 2.7 billion barrels over three decades Oil Price.
The discovery comes as Angola works to reverse declining oil output through new fiscal incentives and licence extensions. ExxonMobil President Brian Unietis called Block 15 "one of Angola's most significant deepwater developments" and highlighted the find as proof of the company's commitment to exploration Head Topics. ANPG Chairman Paulino Jerónimo credited revised legislation, including Decree 8/24 and a licence extension through 2032, for enabling the continued search for new reserves in aging fields Head Topics.
Block 15 has been one of Angola's workhorses for nearly three decades, generating more than 2.7 billion barrels of crude oil since production began Africa Business Insider. The latest discovery represents the block's third major find in just four years, signalling that even mature deepwater fields still hold untapped reserves. The field's longevity and consistent output make it a cornerstone of Angola's offshore portfolio, despite the nation's broader production challenges Oil Price.
Angola's crude production has fallen sharply over the past 15 years. Output has stabilized at roughly 1.1 million barrels per day, down from a 2008 peak of more than 2 million barrels per day Africa Business Insider. This steep decline has forced the government to pursue new fiscal terms and exploration incentives to reverse the trend and attract continued investment from major operators like ExxonMobil and TotalEnergies Oil Price.
Angola's government recently passed new legislation designed to unlock more production from aging offshore fields. Decree 8/24 specifically encourages incremental production, while Decree 5/18 allows exploration within or near existing development areas Head Topics. These rules, combined with Block 15's licence extension through 2032, create a clearer path for operators to find and develop new reserves without seeking entirely new acreage. The fiscal changes have already shown results, with multiple discoveries announced in recent months Africa Oil Gas Report.
The Vicango Este-01 discovery's proximity to existing Block 15 infrastructure may make it commercially attractive. Tie-backs—connecting new wells to established platforms—are far cheaper and faster than building new production systems from scratch. Neither ExxonMobil nor ANPG has disclosed resource estimates or confirmed whether the find is commercially viable, but operators have strong economic incentives to move forward quickly Oil Price. Success here could strengthen Angola's ability to stabilize and grow its national oil production at a critical moment Head Topics.
