Moda Renovation Standoff
Portland and Trail Blazers Remain Stalled on Moda Center Renovation Funding Over Maintenance Clause
Anonymous
Key Points
1
Public funding for the Moda Center renovation totals about $573 million, with the state pledging $365 million, Portland contributing $120 million, and Multnomah County providing $88 million.
2
New Blazers owner Tom Dundon has indicated he would commit to a 20-year lease to keep the team in Portland if the state, city and county fund the renovation.
3
An early draft term sheet floated funding caps and stated that any cost overruns would be paid for by the Blazers, signaling potential guardrails on financial risk.
4
The 'first-class' maintenance clause is described by Blazers officials as relic language from a 30-year-old lease, not standard in today’s NBA deals, and they argue it could be used to trigger litigation.
5
Dates for upcoming votes are on the calendar: Multnomah County is set to vote on Aug. 6 and Portland’s City Council on Aug. 12 regarding the term sheet and funding plan.
Portland city officials have rejected a key demand from the Trail Blazers, deepening a standoff over the future of Moda Center, according to Sports Yahoo and Roundtable. The Blazers want the city to remove or rewrite a 'first-class' maintenance clause from their current lease — language they say could be used to trigger costly litigation. The city refused, saying it won't reopen existing contracts.
At stake is a roughly $573 million public renovation of Moda Center and a 20-year lease to keep the team in Portland. New Blazers owner Tom Dundon has promised to sign that lease — but only if the city, county, and state come through with the money. The current bridge lease expires in 2030, making a deal urgent.
The 'First-Class' Clause That Is Blocking Everything
The dispute centers on a single line buried in a 30-year-old lease. The clause requires the Blazers' arena management company to keep Moda Center in 'first-class' condition. If they don't, the city could seek compensation. Sports Yahoo reports the Blazers call it outdated relic language that is not standard in modern NBA deals.
Blazers officials say they won't share renovation plans while that clause stays in force. They fear any details they provide could be used against them in a lawsuit. The city, however, says it will not renegotiate the current lease. Officials want to handle everything in one new, comprehensive deal — not piece by piece, Roundtable reported.
$573 Million Public Price Tag, Split Three Ways
The proposed renovation funding breaks down like this: Oregon state pledges $365 million, the city of Portland contributes $120 million, and Multnomah County adds $88 million. Together that totals about $573 million in public money. An early draft term sheet also stated that cost overruns would fall on the Blazers, not taxpayers, according to Sports Northwest.
Dundon's offer is straightforward: fund the renovation and he signs a 20-year lease keeping the Blazers in Portland. No deal means no lease commitment. With the current agreement set to expire in 2030, officials on both sides agree the clock is ticking. Neither side, though, is moving fast enough for the other.
Tense Council Meetings, Tight-Lipped Blazers Officials
The Blazers and Portland city councilors have now met face-to-face to hash out the lease and funding plan, First Coast News reported. Councilors asked pointed questions. Blazers representatives gave few answers. Officials on both sides said they want transparency — but only once a final deal is in place, citing fears of litigation.
Sports Business Journal described both sides as 'standing firm' after the meeting. Blazers officials say they won't reveal renovation details until the first-class clause is resolved. City officials say the clause is not up for debate. That gap has turned what should be a straightforward negotiation into a prolonged stalemate.
Key Votes in August Could Force a Resolution
Hard deadlines are now on the calendar. Multnomah County is set to vote on the term sheet and funding plan on August 6. Portland's City Council follows on August 12. Those votes could force both sides to either reach a deal or watch the process collapse publicly.
For now, negotiations continue to stall on the maintenance language. Until that clause is resolved, the Blazers say they won't share renovation details. Until a full deal is agreed upon, the city says it won't touch the old lease. Both sides say they want a deal. Getting there is another matter entirely.
