Glasgow City Council plans fire-and-rehire for 24,000 staff following union breakdown.

Glasgow City Council says it will dismiss and rehire more than 23,000 non-teaching staff on new contracts after talks with unions broke down over a revised pay and grading system. The overhaul is intended to replace a system found to discriminate mainly against women, but about 11% of affected workers are expected to receive lower pay, prompting union concerns about financial losses. GMB and Unite supported putting an enhanced offer, including an additional £110 million, to members in a ballot, but Unison withdrew its support for the proposed ballot. The council says dismissal notices could be withdrawn if all three unions agree to ballot members and reach a collective agreement; the new terms are expected to take effect next year, with pay protection for some workers.
The revised package is expected to increase pay for 63% of affected workers, while the largest projected pay reduction is about £11,500.
For staff whose earnings fall, the council and unions negotiated an extension of pay protection from six months to 12 months.
The council said dismissal notices could be withdrawn only if all three unions ballot members on the enhanced terms and reach a collective agreement; it said a last-ditch meeting with Unison did not go ahead.
The reported timetable is for new contracts to take effect on 1 January, followed by a phased rollout of the new pay and grading structure from April.
