UK Government and Universal Partner on £5 Billion Resort Project, Creating 28,000 Jobs

Comcast NBCUniversal and the U.K. government have agreed on a major entertainment resort in Bedfordshire, named the Universal United Kingdom Resort, with construction expected to begin soon and the park set to open in 2031. Universal says it will invest more than £5 billion over about five years of construction and add roughly £1 billion more in capital spending over the first decade of operations, while the government will put £1.3 billion toward regional and local infrastructure, including improved transport links. The project is projected to create 28,000 jobs across construction and operations, with most roles expected to be filled by local residents, and it is estimated to generate nearly £50 billion in economic benefit for the U.K. by 2055. Government officials—including the chancellor—have visited the site as enabling work continues and the resort’s name and logo were unveiled. Early details suggest visitors will find a full entertainment complex with shops and dining, multiple themed lands, and major coaster-style attractions, though franchise themes have not been confirmed. Concept images also indicate a public-access plaza area similar to Universal’s CityWalk, even for people who do not buy park tickets.
The U.K. government package includes additional, named grant funding: a £400 million grant via the “exceptional Regional Growth Fund” and a £438 million grant from the Department for Culture, Media and Sport (DCMS), both described as contingent on Universal completing the infrastructure and officially opening the resort.
Universal says hiring will be locally focused—about 80% of the roughly 20,000 construction jobs and the 8,000 operational jobs are expected to be filled by residents of Bedfordshire and surrounding areas.
Beyond the broad economic-benefit estimate, Universal and the government project high tourism impact: the resort is expected to attract “millions of visitors each year,” including “more than a million additional overseas visitors,” and is intended to become the U.K.’s most popular tourist attraction.
Concept art previews are more specific than the headline “major coaster-style attractions,” suggesting the resort could include at least “six themed lands” and “three epic rollercoasters,” though franchise tie-ins still weren’t confirmed.
