Hepsor Secures €12.7 Million Loan from Coop Pank for 88 New Lasnamäe Homes

Hepsor and its joint venture partner EfTEN Special Opportunities Fund have secured a €12.7 million loan from Coop Pank to build three new residential buildings in Tallinn's Lasnamäe district, according to GlobeNewswire. Construction has already begun on the Paevälja quarter project, with 88 homes set to be delivered by autumn 2027.
The deal pairs the loan with a construction contract awarded to Mitt & Perlebach. The contract covers not just the buildings themselves but also roads, paved areas, and utility networks across the site, according to Yahoo Finance.
The Paevälja quarter sits in Lasnamäe, one of Tallinn's largest residential districts. Hepsor SOF OÜ — the joint venture behind the project — is developing three separate buildings on the site. Together they will deliver 88 new homes to the area, according to GlobeNewswire.
The homes span a range of unit types. One of the three buildings, Paevälja 9, will include two-storey apartments — a less common format in Estonian new-builds. All three buildings are expected to be ready for residents in autumn 2027.
Paevälja 9 stands out beyond its apartment layout. The building will be constructed directly on top of historic limestone walls already present on the site. The structure will contain 18 homes in total, according to Market Screener.
Limestone is a defining material in Estonian construction history, and preserving existing walls rather than demolishing them reflects a design choice that ties the new development to the site's past. It also adds an unusual architectural element to what is otherwise a modern residential project.
The loan agreement signed with Coop Pank totals €12.7 million. This financing will fund the full construction phase of the three buildings.
