3iQ Partners with Bhutan's Gelephu City to Develop a Leading Digital Asset Financial Hub

Canadian digital asset manager 3iQ Corp. has struck a strategic partnership with Bhutan's Gelephu Mindfulness City to help build the special administrative region into a leading digital offshore financial hub, according to PR Newswire. Under the deal, 3iQ will manage a dedicated investment mandate backed by a portion of GMC's existing bitcoin treasury.
The announcement marks a significant step for GMC, which sits in southern Bhutan and was designed from the ground up as a next-generation city. The partnership is the first of several milestones the two organizations plan to announce in the coming months, Newswire reported.
3iQ will manage a dedicated mandate funded by a slice of GMC's bitcoin holdings. Bitcoin treasuries are pools of bitcoin held by organizations as a reserve asset, much like gold. The firm will use this mandate to build out a broader digital asset fund ecosystem inside GMC, according to PR Newswire.
3iQ was chosen for its reputation for institutional robustness and its track record in digital asset management, Market Screener reported. The Toronto-based firm describes itself as a global pioneer in digital asset investment solutions.
Gelephu Mindfulness City is a Special Administrative Region in southern Bhutan, bordering India. It was conceived as a planned city blending modern economic development with Bhutan's core values of mindfulness and sustainability. GMC's leaders want it to become a top-tier digital offshore financial center — a place where global capital can flow in under a specialized legal and regulatory framework.
Bhutan is not new to bitcoin. The country has quietly mined bitcoin using its abundant hydropower for years, building one of the largest sovereign crypto holdings per capita in the world. The new partnership with 3iQ is designed to put that treasury to active use, Newswire reported.
Beyond managing the bitcoin mandate, 3iQ has committed to investing in local talent inside GMC. The firm plans to transfer knowledge to Bhutanese professionals and establish a long-term physical presence in the city, according to PR Newswire UK. The goal is to build lasting financial expertise inside Bhutan, not just import it from outside.
This approach sets the deal apart from a simple fund management contract. 3iQ is positioning itself as a founding institutional partner in GMC's financial ecosystem, one that will grow alongside the city rather than operate from a distance.
Both 3iQ and GMC framed this announcement as the first in a series. The two organizations say they plan to share additional milestones in the coming months as they work toward GMC's goal of establishing Gelephu as a premier digital financial center, Newswire reported.
The partnership signals growing interest from institutional digital asset managers in frontier markets with sovereign crypto reserves. Bhutan's combination of state-held bitcoin, a purpose-built city, and a new special administrative zone gives GMC a rare set of tools to attract global financial players.
