Virgin Media Faces Record £28 Million Fine for Obstructing Customer Contract Cancellations

Ofcom has fined Virgin Media a record £28 million for making it hard for customers to leave their contracts. The UK telecoms regulator said the company stopped or delayed millions of people from switching providers over nearly three years, from January 2022 to September 2024, according to The Mirror.
The fine is the largest consumer protection penalty Ofcom has ever handed out. It comes after Virgin Media was already fined for breaking the same rule back in 2018 — meaning the company had been warned before and kept doing it anyway.
When customers called to cancel their contracts, Virgin Media staff used a series of tactics to stop them. The Comet reported that callers were transferred between agents unnecessarily, left on hold for long periods, and had their cancellation requests simply not entered into the system.
Ofcom said this caused customers "unreasonable effort, hassle or difficulty." In plain terms: people who wanted to leave had to fight to do it. Many were likely worn down and gave up, staying on contracts they no longer wanted.
The £28 million penalty beats every other consumer protection fine Ofcom has ever issued. That alone sends a strong signal. But the fact that Virgin Media broke the same rule in 2018 makes it worse.
