A new report by Spain's UCO — the Civil Guard's intelligence unit — reveals exactly how the network around former PSOE militant Leire Díez distributed more than €900,000 in alleged kickbacks. The money flowed through Mediaciones Martínez, a small company based in Zaragoza, and ended up paying for home renovations, a car, and attempted real estate purchases, according to El Periódico.
The UCO delivered its findings to Judge Santiago Pedraz at the Audiencia Nacional. The report traces how alleged commissions from public contracts and state rescues were split among the group's members for personal use, according to La Provincia.
Mediaciones Martínez Served as the Network's Money Funnel
Mediaciones Martínez S.L. was a Zaragoza-based company linked to Antxon Alonso, a Basque businessman close to PSOE Secretary of Organization Santos Cerdán. The UCO found the company received commissions tied to at least five major operations involving public entities, including state holding company SEPI and food distributor Mercasa, according to Levante-EMV.
The group, which operated under the Basque name "Hirurok" meaning "We Three," used encrypted messaging apps to coordinate. Their strategy was simple: find companies needing state rescues or public contracts, then charge a fee to make approvals happen through political contacts, according to El Día.
Cash Went to Renovations, a Škoda, and Real Estate Schemes
The UCO report lays out specific spending. Antxon Alonso used approximately €163,000 from the fund to pay for a home renovation in Elorrio. Vicente Fernández, former president of SEPI, allegedly received €49,000 in direct cash payments, according to El Correo Web.
Leire Díez received a Škoda vehicle paid for through the network's funds. The group also tried to buy plots of land in Marbella and Jaca to launder the money into real estate, though those purchases were never completed, according to Diario de Mallorca.
The Biggest Commissions Came from State Rescue Deals
The largest single operation involved the €112.8 million state rescue of Basque industrial firm Tubos Reunidos, approved in July 2021. The network allegedly captured €247,459 from that deal alone — split between €114,950 for securing the rescue and €132,500 for later management work, according to LNE.
Other commissions included €400,000 tied to a €2.8 million public contract in Asturias, and €200,000 from a €17.3 million subsidy linked to the Forestalia and Arapellet projects. Together the operations added up to between €900,000 and €1,000,000, according to Información.
Three Arrests, Political Fallout, and a Broader Corruption Probe
In December 2025, the Audiencia Nacional ordered the arrest of Leire Díez, Vicente Fernández, and Antxon Alonso. All three were released with charges. The investigation covers bribery, money laundering, and influence peddling, according to El Correo Gallego.
The case is an offshoot of the broader Caso Koldo corruption inquiry. Díez resigned from the PSOE in June 2025 after audio recordings emerged of her offering "judicial protection" to businessmen. The opposition PP has used the UCO reports to push for wider hearings in the Senate's Koldo Commission, according to El Periódico Extremadura.
