Pentagon Funds New Refinery to Secure US Rare Earth Magnets, Lessening China Dependence

The United States is racing to build weapons without relying on China's rare earth magnets — a key ingredient in systems like Tomahawk cruise missiles, THAAD interceptors, and F-35 fighter jets, according to AP News. A small refinery in Exeter, New Hampshire, called Phoenix Tailings, is now at the center of that effort, using a process called electrolysis to pull critical metals out of mining waste.
The Pentagon has offered Phoenix Tailings a $500 million loan to dramatically expand its operations, AP News reported. But the new factory will take 14 to 18 months to build — a timeline that underscores just how far behind the U.S. is in producing its own rare earth materials.
Rare earth magnets are used in motors, guidance systems, and sensors found across the U.S. military. Metals like neodymium, terbium, dysprosium, and samarium make these magnets powerful and precise, according to WSLS. Without them, many advanced weapons simply cannot be built.
China currently dominates the global supply of these materials. It mines, processes, and refines the vast majority of the world's rare earths. That gives Beijing significant leverage over U.S. defense production — and Washington is now trying to break that dependency fast, Newsday reported.
The U.S. has some rare earth mines, but raw ore must be processed into usable metals before it can become a magnet. That processing step — called separation and metallization — is where the American supply chain breaks down, according to WFMZ. Phoenix Tailings targets exactly that gap.
The company's refinery uses electrolysis — the same basic science behind charging a battery — to separate rare earth elements from mining waste that traditional refineries leave behind. It plans to produce six critical metals: neodymium, praseodymium, terbium, dysprosium, samarium, and yttrium, AP News reported. These metals feed into defense, aerospace, and automotive industries.
The $500 million Pentagon loan is designed to significantly scale up Phoenix Tailings' capacity. But building the new factory will take between 14 and 18 months, according to WHIO. That is a long time given how fast the pressure is building on U.S. defense contractors.
The White House is pushing military contractors to speed up weapons production. At the same time, it is tightening rules that ban contractors from sourcing critical mineral components from China, Click Orlando reported. Those two demands together — produce more, buy less from China — make the rare earth shortage an urgent problem with no quick fix.
Building a full domestic supply chain — from mining ore to finished magnets — is enormously complex. Each step requires specialized facilities, skilled workers, and years of investment, according to WPXI. The U.S. currently lacks capacity at nearly every stage of that chain.
Phoenix Tailings is one piece of a much larger puzzle. Even with Pentagon funding and political support, experts warn that matching China's scale will take years, not months. The 14-to-18-month factory timeline is a start — but the finish line for true rare earth independence is still far off, AP News reported.
