Massachusetts Declares Energy Emergency and Launches $150 Million Winter Relief

Healey’s announcement came two weeks after she asked the Legislature to approve a two-month suspension of the state’s 24-cent-per-gallon gasoline tax, as gasoline prices climbed above $4 per gallon.

Citizens Energy Corporation launched its partnership fund with an initial donation of $100,000 to provide additional assistance to low-income and middle-class households.
Existing HEAP assistance ranges from about $525 to $1,200 per household; Healey said the additional funding could bring total relief to as much as $1,450 for a family of four.
Massachusetts Governor Maura Healey declared a state of energy emergency and announced nearly $150 million in winter relief as heating costs spike. From December through April 30, 2027, about 50,000 heating-oil households earning between 60% and 100% of the state median income will receive a one-time benefit of up to $680, according to Boston Globe. Heating oil has nearly doubled to $6.08 per gallon from $3.52 a year earlier, forcing the state to act.

Heating oil prices have skyrocketed this winter, nearly doubling year-over-year. The average price climbed to $6.08 per gallon from $3.52 in the previous year, South Coast Today reported. For families relying on oil heat, this means bills have jumped hundreds of dollars, forcing state officials to expand emergency assistance.
Massachusetts already faced energy affordability challenges long before this winter. The relief package combines direct payments, expanded assistance, and temporary bill reductions. About 50,000 heating-oil households with incomes up to $171,749 for a family of four will receive one-time payments up to $680, Herald News reported. The state is adding $15 million to boost HEAP assistance for 156,000 low-income households by 15% to 20%.
Healey is also temporarily cutting electric bill charges. A three-month suspension of solar-program fees and a 50% reduction on alternative-energy charges will apply to residential customers. According to Boston Globe, these measures will reduce bills for about 85% of ratepayers and could bring total winter relief to as much as $1,450 for eligible families of four.
The state is partnering with Citizens Energy Corporation to expand the winter assistance fund. Citizens Energy launched the partnership with an initial donation of $100,000 to provide additional relief to low-income and middle-class households, South Coast Today reported. The donation complements the state's direct funding boost.
Healey's emergency declaration also activates petroleum price-gouging protections, giving the state enforcement tools to monitor and prevent unfair fuel pricing. Additionally, the governor has urged Congress to provide $3 billion in emergency federal funding for the Low-Income Home Energy Assistance Program, which currently provides aid ranging from $525 to $1,200 per household.
