Colorado Candidate Questionnaires Detail Key Congressional and Legislative Races Ahead of Election

Coloradoan candidate questionnaires cover congressional races, Fort Collins legislative contests and the Larimer County clerk and recorder race. In the 4th District, Republican incumbent Lauren Boebert faces Democrat Eileen Laubacher, a retired Navy rear admiral who emphasizes service and respectful leadership, and Libertarian Douglas Mangeris, who calls for fiscal restraint, transparency and individual liberty; the newspaper could not reach Boebert. In the 2nd District, Democrat incumbent Joe Neguse highlights affordability and public service, Republican Kelley Dennison emphasizes energy, small businesses and representing younger voters, and Libertarian Gaylon Kent did not respond. In the closely watched 8th District, Republican incumbent Gabe Evans faces Democrat Manny Rutinel, who prioritizes lowering costs, Social Security and Medicare, health care access, workers and veterans; Libertarian Dave Wood is also running. In House District 53, Republican Daniel Frick emphasizes affordability and crime victims, while incumbent Democrat Andy Boesenecker cites affordability, public schools, environmental protection and opportunity; in District 52, incumbent Democrat Yara Zokaie stresses a fair tax code and working families, while Colorado Center Party challenger Steve Yurash calls for centrist solutions to cost-of-living and housing challenges. Republican Larimer County Clerk and Recorder Tina Harris, seeking reelection against Democrat Ken Forsythe, cites election security, transparent and efficient services, fiscal responsibility and modernization as priorities.
Libertarian 4th District candidate Douglas Mangeris is a commercial construction superintendent who says he has overseen more than $230 million in project work. He also founded CheckYourRepresentative.com, a civic accountability platform, and serves on the board of Habitat for Humanity of Loveland.
Eileen Laubacher retired from the Navy in September 2024 after 34 years of service, including a deployment to Afghanistan. Her past roles included senior director for South Asia on the National Security Council and defense attaché to India.
Joe Neguse said his parents immigrated to the United States from a war-torn country in East Africa and settled in Colorado; he cited their experience as an inspiration for his public service. He has represented the 2nd District since 2019.
Manny Rutinel described growing up in a single-parent household and relying on Medicaid and food stamps; he said he worked at McDonald’s in high school and sold blood plasma. Before running for Congress, he served as a Colorado state representative and worked as an economist for the U.S. Army Corps of Engineers.
Daniel Frick said his stepdaughter was left with a permanent brain injury after a hit-and-run in Arapahoe County and will need lifelong care. He said the experience prompted him to examine state government and pursue a campaign focused in part on criminal justice and victims’ treatment.
