EU’s First Full-Scale CO₂ Storage Site Begins Operations

Greensand’s commercial launch builds on a 2023 pilot that demonstrated a complete cross-border carbon-capture and storage chain, transporting captured CO₂ from Antwerp, Belgium, for injection beneath the Danish North Sea.
The project reached a final investment decision in December 2024, and construction of the Esbjerg CO₂ terminal began in May 2025. The terminal has six holding tanks, each able to store about 1,000 tonnes of liquefied CO₂, while Carbon Destroyer 1 can carry roughly 5,000 tonnes per voyage.
The Nini reservoir’s integrity was tested by the Geological Survey of Denmark and Greenland, and the project received safety approval from DNV, providing regulatory and technical validation for permanent storage.
Meeting Europe’s long-term carbon-management goals will require major infrastructure expansion: an Xodus Group report estimates that Europe will need 65 additional CO₂ carriers and 33 new ports by 2050.
INEOS Chairman Sir Jim Ratcliffe argued that decarbonization should preserve European manufacturing, saying, “Europe will not achieve net zero by closing factories and exporting its jobs,” while European Energy Commissioner Dan Jørgensen called the launch evidence that carbon storage had moved from demonstration to practical deployment.
Denmark has opened Greensand, the European Union's first full-scale facility for storing captured carbon dioxide underground. Yahoo News reports that King Frederik X officially opened the site in the North Sea, about 250 kilometers offshore. The facility will permanently pump CO₂ into a depleted oil reservoir 1,800 meters beneath the seabed, starting with 400,000 tonnes annually and expanding to millions of tonnes as it grows.
ESGToday notes the project is led by chemicals manufacturer INEOS Energy alongside Harbour Energy and the Danish North Sea Fund. A purpose-built ship called Carbon Destroyer 1 will transport liquefied CO₂ from Danish biomethane plants and other industrial sources to the injection site. Supporters say Greensand marks a shift from experimental pilots to real commercial infrastructure—a critical step for Europe to cut emissions while keeping factories open.

Greensand's 400,000-tonne annual capacity is just a fraction of what Europe needs. Financial Times cites an Xodus Group report showing Europe will require 65 additional CO₂ carriers and 33 new ports by 2050 to meet climate targets. The facility is designed to expand to 4 to 8 million tonnes yearly and eventually receive CO₂ from industries across the continent, but building that infrastructure will take years and billions in investment.
