Proposed Insurance Regulations Spark Sharp Sell-Off in PB Fintech and Turtlemint Shares

PB Fintech, the parent of Policybazaar, fell roughly 26% to 36% during the September 24 sell-off, while Turtlemint dropped about 20%, after India’s insurance regulator proposed tighter rules for commissions and expenses. The proposals would differentiate and lower commission limits by product, sales channel and selling effort, potentially eliminate commissions on some new-vehicle third-party policies, limit health-insurance payouts, and reduce insurers’ expense-of-management ceilings over five years. They also target online sales practices, calling for clearer disclosures of product features, prices and commissions and stronger safeguards against mis-selling. Analysts warned the changes could pressure distributors’ earnings; Jefferies estimated a 10% cut in new-business commission rates could reduce earnings by 10% to 12%, and one analyst said PB Fintech’s reliance on commission income could threaten its recently achieved profitability. The sell-off wiped tens of thousands of crores of rupees from PB Fintech’s market value and reduced mutual funds’ combined holding value by about ₹9,700 crore in a day; the regulator is accepting stakeholder comments through October 25.
Aishvarya Dadheech of Fident Asset Management estimated that 50–55% of PB Fintech’s business is commission-linked and warned that a sharp fall in commission yields could reduce revenue by nearly 60%; he also cautioned that expenses may not decline as quickly, putting the company’s recently achieved profitability under pressure.
The draft would spread life insurers’ commissions beyond a policy’s first year and prescribe lower commissions for sales through “open architecture” channels such as brokers and banks, according to the report.
The proposal would make suitability an enforceable obligation and require customer needs and suitability to be documented for specified life-insurance sales, alongside stronger audit-trail requirements.
