Baker Hughes joins PDVSA alliance to restore and expand Venezuela gas infrastructure.

The alliance brings together distinct capabilities: Baker Hughes’ oil-and-gas field, infrastructure and LNG solutions; Lindsayca’s engineering, procurement, construction and operational expertise; and Fulcrum LNG’s midstream and LNG project development, financing and market access.
The discussions preceding the agreements took place in Caracas on Oct. 2, when acting president Delcy Rodríguez received Baker Hughes CEO Lorenzo Simonelli and a company delegation. The government said the talks included onshore gas infrastructure, operational-efficiency technology and emissions reduction.
Venezuela’s gas reserves are substantial, but production has declined: the U.S. Energy Information Administration put proved reserves at 195 trillion cubic feet in 2023, while output fell from 1.12 trillion cubic feet in 2001 to 563 billion cubic feet in 2021. About 80% of the gas is produced alongside crude oil, and much is flared because sale and export infrastructure is limited.
Baker Hughes signed a framework alliance with Venezuela's state oil company PDVSA, Lindsayca and Fulcrum LNG to restore and expand the country's natural-gas infrastructure Oil & Gas 360. The partnership spans resource development, processing, transport and potential liquefied natural gas (LNG) exports — potentially enabling Venezuela's first LNG shipments. A separate memorandum of understanding with New Stratus Energy targets future oil and gas development.
The agreements do not authorize specific projects yet OilPrice. Each will require separate definitive agreements, company approvals and compliance with U.S. sanctions and export-control rules. No investment amount or timeline was announced.

On October 2, Venezuela's acting president Delcy Rodríguez met with Baker Hughes CEO Lorenzo Simonelli and a company delegation in Caracas OilPrice. The government said talks focused on onshore gas infrastructure, operational-efficiency technology and emissions reduction. These discussions led directly to the framework alliance and memorandum signed afterward.
While the alliance is broad in scope, real projects remain years away Oil & Gas 360. Each specific venture must pass separate approvals, secure financing and clear U.S. export-control and sanctions requirements. The Biden administration tightened Venezuela sanctions in recent years, and any LNG deal would face careful legal review before proceeding.
