PowerBank's 903 BESS Project Gains Key Ontario Permits, Advancing Battery Storage Pipeline

PowerBank Corporation has cleared a key regulatory hurdle for its BESS 903 project in Ontario, securing Official Plan Amendment and Zoning Bylaw Amendment approvals, according to Newswire. The project is now moving through Site Plan Approval, with all construction permits expected by Q4 2026.
This is the second PowerBank battery storage project in Ontario to reach this milestone, PR Newswire reported. The project is co-owned with a partnership of First Nations communities, each holding a 50% stake.
BESS stands for Battery Energy Storage System. These projects store electricity and release it back to the grid when demand is high. Ontario has been expanding its energy storage capacity to stabilize its power supply and reduce reliance on fossil fuels.
The BESS 903 project is owned by 1000234763 Ontario Inc., according to Newswire. PowerBank holds exactly 50% of that company. The other 50% belongs to a partnership of First Nations communities in Ontario. That structure makes it a rare joint venture between a public company and Indigenous partners.
The project cleared two major regulatory steps: an Official Plan Amendment and a Zoning Bylaw Amendment. These approvals allow the land to be legally used for a battery storage facility. Without them, construction cannot begin.
PowerBank is now working through Site Plan Approval, the final permit stage before construction can start, Yahoo Finance reported. The company expects to have all required permits in place to begin construction in Q4 2026. This is the second Ontario project to reach this stage, signaling that PowerBank's permitting process is becoming repeatable.
