Romania secures €561 million to construct the European Union's largest solar park.

The project’s estimated total investment is €728 million, including a €100 million commitment from the European Investment Bank.
Dama Solar is expected to supply the annual electricity needs of more than 280,000 households.
The solar park will include an 82-hectare nature reserve, and Rezolv obtained the final legal approval needed to start construction the month before the financing announcement.
At around 1,800 GWh a year, Dama Solar’s expected output would equal approximately 36% of Romania’s total solar electricity generation recorded in 2025.
Rezolv Energy has secured €561 million in green financing to build the Dama Solar project in western Romania, which will become the European Investment Bank largest onshore solar park in the EU. The 1.3-gigawatt project, backed by a 14-lender consortium and an €100 million commitment from the European Investment Bank, is expected to move into construction and begin operations in the second half of 2028.
The massive solar park will span more than 1,000 hectares across Arad County and generate about 1.8 terawatt-hours of electricity annually — enough to power more than 280,000 homes. The project includes battery storage and a nature reserve, and already holds final legal approval to start construction, according to Renewable Watch.
The €561 million debt package comes from 14 lenders organized through West Power Investments, a Rezolv subsidiary. The total project investment is €728 million, meaning about 77% is covered by the debt financing. Two 15-year contracts for difference protect 520 megawatts of capacity, while the remaining output is sold on the market and to commercial buyers, according to Power Technology.
Arad County in western Romania offers ideal conditions for solar development. The Dama project's 1,800 gigawatt-hour annual output would equal roughly 36% of Romania's entire solar electricity generation in 2025. This concentration demonstrates how a single large facility can dramatically boost a country's renewable energy capacity, Renewable Watch noted.
The solar facility incorporates an 82-hectare nature reserve within its footprint, balancing energy production with environmental protection. This design shows how large renewable projects can coexist with conservation efforts. The project's final legal approval — secured before the financing announcement — clears the path for immediate construction to begin, Index Box reported.
The Dama Solar project reflects Europe's push to meet climate targets and reduce energy dependence. By becoming the EU's largest onshore solar park, it signals investor confidence in Romania's renewable sector. The European Investment Bank's anchor role underscores how public-sector backing encourages private capital into large-scale clean energy infrastructure, Yahoo Finance highlighted.
