Massachusetts Felon Pleads Guilty to Illegally Selling Russian Plutonium Online

Jacob D. Miller, a convicted felon from Massachusetts, has pleaded guilty to illegally importing plutonium from Russia and selling it to customers across the US and abroad, while also pleading guilty to possessing child sexual abuse material. Miller was arrested on April 9, 2025, and indicted by a grand jury on April 17, and has remained in federal custody since his arrest. He had previously been convicted in 2004 for possessing child pornography and possessing an explosive device. After his release, Miller started a business selling samples of elements such as plutonium and thallium, which are highly toxic and hazardous materials, and used an online third-party retailer, Bonanza, to make sales. Prosecutors allege that he imported plutonium from Russian and arranged for it to be mailed to him at his Massachusetts residence, where he sold plutonium to about 67 customers between Dec. 30, 2020, and March 31, 2025. Despite being a hazardous substance, Miller shipped the plutonium to his customers through a U.S. mail service, despite plutonium being a prohibited from being shipped as a hazardous material. His sentencing is set for Jan 21.
