Masdar and EPCG Forge Partnership to Develop 2 GW Renewables in Montenegro

Masdar's Montenegro track record includes launching the 72 MW Krnovo wind farm in 2018, illustrating on-ground experience and a foothold in the Balkan market.
Pumped hydro storage is central to the plan, with a framework to develop more than 400 MW of pumped hydro storage, designed to store energy by pumping water to a higher reservoir when generation is abundant and releasing it when demand rises.
The joint venture is designed to develop up to 2 GW of renewables across solar, wind, hydropower, pumped storage, battery storage and hybrid energy solutions.
Dr Sultan Al Jaber, UAE Minister of Industry and Advanced Technology and Masdar chairman, attended the signing and said the agreements demonstrate Masdar’s commitment to bringing global expertise and investment to markets with strong growth potential.
Masdar's leadership has framed the Montenegro project as part of Europe-focused growth, with the company pursuing a target of 100 GW of renewable capacity by 2030 and citing the Balkans as a key growth region.
Masdar and Montenegro's state-owned utility Elektroprivreda Crne Gore (EPCG) have signed agreements to develop 150 MW of solar capacity and more than 400 MW of pumped hydro storage, advancing a broader 2 GW renewable energy partnership, according to CEE Energy News and Trade Arabia.
The signing took place in Tivat and was attended by UAE Minister of Industry and Advanced Technology Dr Sultan Al Jaber, who said the deals show Masdar's commitment to bringing "global expertise and investment to markets with strong growth potential." Montenegro's energy minister Admir Šahmanović also attended.
The immediate work covers two solar PV projects: a 115 MW plant at Štedim and a 35 MW plant at Krupac, totaling 150 MW of new solar capacity, according to IndexBox. Alongside the solar deals, both companies signed a framework to develop more than 400 MW of pumped hydro energy storage.
Pumped hydro storage works by pumping water to a higher reservoir when power is plentiful, then releasing it downhill to generate electricity when demand rises. It acts like a giant rechargeable battery. CEE Energy News reported the hydro framework could eventually anchor the wider 2 GW joint venture, which also covers wind, battery storage, and hybrid solutions.
Montenegro already has a subsea electricity cable connecting it to Italy. That link means new renewable capacity could feed power to Southern Europe, not just local homes and businesses. Masdar has called the Balkans a key growth region as Europe searches for reliable clean energy supplies.
Trade Arabia reported that the projects aim to strengthen Montenegro's energy security, meet rising domestic demand, and enable electricity exports through the existing Italian interconnector. Masdar framed Europe's growing appetite for dependable power as a core reason for the investment.
This is not Masdar's first project in Montenegro. The Abu Dhabi-based firm launched the 72 MW Krnovo wind farm in the country back in 2018, giving it real on-the-ground experience in the Balkan market. That track record helped underpin the 50/50 joint venture agreement the two companies reached in April 2026, according to CEE Energy News.
Voice of Emirates noted that the partnership spans solar, wind, hydropower, pumped storage, battery storage, and hybrid energy solutions under a single framework. The full 2 GW target would make Montenegro one of Masdar's largest single-country pipelines in Europe.
Masdar is using deals like this one to close in on its global goal of 100 GW of renewable capacity by 2030. The Montenegro pipeline, at up to 2 GW, is a meaningful chunk of that ambition. The company has been pushing hard into Europe as demand for non-Russian energy has surged since 2022.
IndexBox reported that the agreements mark a significant step in the UAE-Montenegro energy relationship. With Dr Sultan Al Jaber present at the signing, the deal also carries weight as a symbol of broader UAE diplomatic and economic ties with the Western Balkans.
