Trump Signs Executive Order Directing Federal Agencies to Adopt Super Intelligence Terminology

President Donald Trump signed an executive order directing federal agencies to replace “artificial intelligence” and “AI” with “super intelligence” or “SI” in official materials, arguing that “artificial” understates the technology’s power. The change applies to the executive branch and does not create a new regulatory framework or require private companies to adopt the terminology. At a White House meeting with major technology executives, Trump also endorsed a voluntary accord emphasizing internal controls, audits and reviews, calling the commitment “morally binding.” The administration favors industry cooperation and expanded U.S. AI development over sweeping regulation, with Trump citing competition with China. The move comes amid public concerns about AI risks, job losses and data-center impacts, even as the administration continues to support data centers.
The executive order does not require agencies to revise regulations or documents issued before it was signed, though the administration expects agencies to avoid the terms “artificial intelligence” and “AI” in relevant future materials.
The Verge reported that the administration is using “Super Intelligence” as a substitute for the broader statutory definition of AI, even though “superintelligence” is also used in the industry for particularly powerful AI systems.
Trump said Chinese President Xi Jinping “loves” the new term and likened the word “artificial” to “fake news.”
Trump denied saying public concerns about AI were a “hoax,” then argued that the new name addressed that characterization: “A hoax sounds like, you know, when you were using the former name. But this is now ‘super intelligence.’ That’s not a hoax.”
