Delhi Jal Board Approves Rs 24,000-Crore Sewer and Water Infrastructure Overhaul

The DJB currently maintains 11,212 km of sewer lines, 6.68 lakh manholes and 145 pumping stations across 68 Assembly constituencies, illustrating the scale of the network the overhaul is meant to cover.
The South Delhi water project is planned to cover 247 sq km across 12 Assembly constituencies and 13 underground-reservoir command areas, serving 2,44,381 domestic consumers.

The board also approved the Delhi Water and Sewer (Tariff and Metering) Regulations, 2026, replacing the 2012 rules; the new regulations address billing for non-functional, locked or inaccessible meters and aim to simplify new connections.
The Delhi Jal Board has approved a ₹17,969.93-crore overhaul of the city's sewer system over 10 years, moving away from complaint-driven repairs toward planned maintenance Daily Pioneer. Under the "One Zone, One Operator" model, single operators will manage sewer lines, pumping stations, and maintenance zones with real-time monitoring and performance-based payments Hindustan Times.
Water Minister Parvesh Verma emphasized accountability: "If there is a problem, the system should know about it, someone should be responsible for fixing it, and the work should be tracked till it is completed." The board also approved a separate ₹6,044.05-crore water-supply project for South Delhi using smart meters and monitoring sensors Daily Pioneer.
Delhi's sewer network is vast and aging. The DJB currently maintains 11,212 km of sewer lines, 6.68 lakh (668,000) manholes, and 145 pumping stations across 68 Assembly constituencies Daily Pioneer. The system handles sewage from millions of residents but relies heavily on reactive repairs triggered by complaints rather than preventive upkeep.
This fragmented approach has led to frequent breakdowns, slow response times, and unclear accountability. The new "One Zone, One Operator" model aims to solve these problems by giving single operators end-to-end responsibility for their zones New Indian Express.
Under the model, Delhi will be divided into multiple zones — most reports indicate eight, though one source mentions six. Each operator will manage all sewer lines, manholes, pumping stations, and complaints within their zone Daily Pioneer. Operators will use geo-tagged inspections and mechanical and robotic cleaning to prevent blockages before they occur.
A central real-time monitoring system will track all work. Crucially, operator payments will be tied directly to performance metrics, ensuring accountability. This shifts responsibility from the DJB directly managing complaints to operators having skin in the game Hindustan Times.
Alongside the sewer overhaul, the DJB approved a ₹6,044.05-crore water-supply project for South Delhi covering 247 sq km across 12 Assembly constituencies and 13 underground-reservoir command areas Daily Pioneer. The project will serve 2,44,381 domestic consumers and use smart meters and monitoring sensors to detect losses and reduce contamination.
The project aims to improve supply reliability and reduce non-revenue water loss — water that leaks or is lost before reaching customers. Smart meters will also help customers monitor their own consumption DD India.
The DJB also approved the Delhi Water and Sewer (Tariff and Metering) Regulations, 2026, replacing rules from 2012 DD India. The new regulations address long-standing problems like billing for non-functional, locked, or inaccessible meters — a major complaint from residents unable to use water connections.
The updated rules aim to simplify the process for new connections and clarify billing obligations. Together with the sewer and water projects, the regulations represent a comprehensive push to modernize Delhi's water and sanitation infrastructure Indian Master Minds.
