Odisha Approves Major ₹2.47 Lakh Crore Industrial Projects and 50,000 Jobs

High Density Data Centre Ltd proposed the largest individual investment: ₹1,04,550 crore for an integrated data-centre park in Khordha, with projected employment of 1,000 people. HCL Technologies’ Khordha facility would involve ₹14,257 crore and 385 jobs, while Sentraforge AI’s Puri project would invest ₹22,634 crore and potentially create 2,320 jobs.
The power package includes two NLC India thermal plants: a 3,200 MW facility in Debagada costing ₹34,763.51 crore and a 1,080 MW plant in Anugola involving ₹11,604.19 crore; the approvals also include two pumped-storage hydro projects.
Other specifically identified projects include a ₹3,000 crore green-hydrogen, green-ammonia and e-SAF facility by Jiribam Solar in Kendrapada, a ₹3,329 crore iron-ore grinding unit by Tata Steel in Jajpur, and investments by Grasim, Talcher Gasifier, Leaomax Textile and Chiripal Poly Films in chemicals, textiles and auto components.
The package includes an Adani Foundation proposal for a 1,000-bed multispecialty hospital in Khurda, requiring an investment of ₹2,150 crore—an expansion of the approvals beyond industrial and digital infrastructure.
Chief Minister Mohan Charan Majhi said the approvals were intended to promote balanced regional development, describing the geographic spread and sectoral diversity as a move beyond Odisha’s conventional industrial clusters.
Odisha has approved 27 industrial projects worth ₹2.47 lakh crore that will create over 50,162 jobs across 15 districts. The Hans India reports the state's High-Level Clearance Authority, led by Chief Minister Mohan Charan Majhi, cleared the investments at a landmark meeting. The projects span data centers, AI services, power plants, semiconductors, steel, green hydrogen, healthcare and advanced manufacturing.
The approval reflects Odisha's push to build a technology-focused industrial base under its "Samruddha Odisha by 2036" development roadmap. Data center and AI projects dominate the package, representing roughly ₹1.43 lakh crore across four major facilities.
Technology projects account for the largest share of approved investments. Trading View reports Odisha cleared tech projects worth approximately ₹1.45 lakh crore, led by a proposed ₹1.05 lakh crore integrated data center. High Density Data Centre Ltd's Khordha facility represents the single largest investment, expected to employ 1,000 people. HCL Technologies' Khordha project involves ₹14,257 crore and 385 jobs.
Sentraforge AI's Puri facility will invest ₹22,634 crore and potentially create 2,320 jobs. Together, these four data center and AI-enabled services projects reshape Odisha's industrial identity.
